BANJA LUKA, JULY 4 /SRNA/ - The Decision on the constituency of peoples is political, and the goal was to enable High Representative Wolfgang Petritsch and his adviser Peter Neussl to change the constitutions of Republika Srpska and the Federation of BiH /FBiH/, and thus decentralize Srpska and FBiH and create preconditions for further centralization of BiH, stated former judge of the Constitutional Court of BiH Vitomir Popović.


On the occasion of two decades since the adoption of the Decision on the constituency of peoples, Popović pointed out that this decision has produced a number of others, which affected the internal and even the external structure of BiH.

"By transferring a certain number of competencies, and giving a certain number of functions to those who do not belong to them, the Republika Srpska was derogated with the goal of creating a centralized BiH, although such a country cannot survive", Popović told for Banja Luka based daily "Glas Srpske".

He pointed out that the obligation stipulating that a certain number of positions in Srpska belong to the representatives of Bosniaks and Croats, who are not in Srpska to such an extent that they have as many positions as the High Representative gave them, in a certain way violates the rights of the majority Serb people who are entitled those functions.

Popović added that one of the harmful consequences of this decision is the Council of Peoples of Republika Srpska, which exists on paper in the classical political sense and calls into question the decisions of the National Assembly, although rarely involved with vital national interests.

Popović also pointed out that the imposition of a decision by the international community based on the disputed decision of the BiH Constitutional Court brought the law in BiH into complete twilight. /end/bo
