CVIJANOVIĆ WROTE TO THE UN: LAGUMDŽIJA UNDERMINES BiH’S CONSTITUTIONAL FRAMEWORK, RESOLUTION ON SREBRENICA ADOPTION WOULD THREATEN RECONCILIATION IN B
EAST SARAJEVO, APRIL 4 /SRNA/ - Serb BiH Presidency member Željka Cvijanović sent a letter to all heads of missions of UN member states, as well as to UN Secretary General Antonio Guterres and President of the General Assembly Dennis Francis, drawing attention to an extremely important issue, which refers to the recent activities of BiH ambassador to the UN, Zlatko Lagumdžija, over resolution on Srebrenica.
Cvijanović cited in the letter that attention was drawn to the fact that Ambassador Lagumdžija unilaterally initiated steps to submit a resolution on Srebrenica to the UN General Assembly for adoption and added that although the importance of solving such important issues is appreciated, it is imperative to emphasize that this procedure was done without proper authorization with an obvious violation of the constitutional framework of BiH. The letter of the Serb Presidency member addressed to Guterres and Francis is fully published by SRNA: As you may know, the Constitution of BiH expressly entrusts the definition and implementation of foreign policy to the three-member Presidency of BiH. The Presidency of Bosnia and Herzegovina is the highest authority responsible for defining country's foreign policy goals and decisions. Unfortunately, the ambassador continues to advocate for this resolution without the permission or authorization given by the BiH Presidency, which are mandatory in this case. Such unilateral activity not only undermines the constitutional framework of BiH, but also causes concern regarding the legitimacy and representativeness of the resolution in question. It is necessary to adhere to the principles of sovereignty, legality and proper governance in all international affairs, especially in the esteemed home of the United Nations. Moreover, I must emphasize that this resolution, if adopted, will lead to the undermining of the long-term post-war healing process in BiH. Its adoption would cause internal conflicts in BiH and seriously threaten inter-ethnic reconciliation, which is of crucial importance for the future of BiH. There is a risk of reigniting tension, halting the progress made towards peace and stability in the region. The support of any UN member state to this resolution, the undisciplined ambassador of BiH would be rewarded for violating the laws of his home country and misrepresenting the views of BiH, while the resolution itself would contribute to the destruction of its constitutional order. It would set a dangerous precedent that would lead to the undermining of the rule of law and the principle of diplomatic integrity. Therefore, I am herewith calling you to take appropriate measures to resolve this issue and make sure that all resolutions or initiatives relating to BiH presented at the UN General Assembly are submitted in accordance with its constitutional procedures and explicit consent of the competent authorities. With the hope that you will give adequate attention to this matter, I take this opportunity to send you, Your Excellency, expressions of the greatest respect and appreciation.
