SARAJEVO, OCTOBER 31 /SRNA/ – The SNSD Caucus says the House of Representatives has become a renegade house of the Bosniak “Troika” after adopting the decision to establish the Office of the Chief Negotiator with the EU, as such decisions cannot be made independently.

SARAJEVO, OCTOBER 31 /SRNA/ – The SNSD Caucus says the House of Representatives has become a renegade house of the Bosniak “Troika” after adopting the decision to establish the Office of the Chief Negotiator with the EU, as such decisions cannot be made independently.



The SNSD Caucus in the House of Representatives of the BiH Parliamentary Assembly strongly condemned the unconstitutional initiative of the Bosniak “Troika” and certain Serb deputies to open the office and appoint a BiH Chief Negotiator for the EU, emphasizing that this represents a blatant violation of the BiH Constitution and the Law on Administration of BiH. In its public statement, the SNSD Caucus cited Article 49 of the Law on Administration of BiH, which states that “decisions on establishing administrative bodies, administrative organisations, and other bodies within the composition of BiH institutions are adopted by the Parliamentary Assembly of BiH.” “Therefore, neither house of the BiH Parliamentary Assembly can independently make decisions of this kind. Despite this, the House of Representatives has unilaterally assumed the powers of the entire Parliamentary Assembly, thus becoming a renegade house of the Bosniak ‘Troika,’ acting outside the Constitution, laws, and rules of procedure,” SNSD deputies warned. They added that invoking Article 4 of the BiH Constitution in this case has no legal basis, since that article only contains general provisions about the structure of institutions, not about competencies for adopting executive decisions. “The SNSD Caucus and the Serb People Caucus did not participate in the activities of this renegade house because they refuse to be part of a process that undermines the constitutional order of BiH. The Constitutional Court of BiH will soon rule on this matter,” the SNSD Caucus stated. The Caucus emphasized that SNSD will continue to consistently defend the constitutional position of Republika Srpska and the lawful functioning of BiH institutions, opposing every attempt at centralisation and usurpation of powers in Sarajevo. The House of Representatives of the BiH Parliamentary Assembly last night adopted the decision on establishing the Office of the Chief Negotiator with the EU with the votes of the “Troika” parties and their partners, SDA, as well as opposition parties from Republika Srpska, PDP, SDS, and the List for Justice and Order. SNSD deputies did not attend the emergency session during which this matter was discussed and voted on, stating that the proceedings were unconstitutional.
