SRPSKA ALWAYS READY FOR PARTNERSHIPS WITHIN FRAMEWORK OF INTERNATIONAL LAW

BELGRADE, NOVEMBER 20 /SRNA/ – SNSD's candidate for president of Republika Srpska Siniša Karan emphasized that Srpska is committed to the Dayton-based BiH and is always ready for partnership within the framework of international law.

BELGRADE, NOVEMBER 20 /SRNA/ – SNSD's candidate for president of Republika Srpska Siniša Karan emphasized that Srpska is committed to the Dayton-based BiH and is always ready for partnership within the framework of international law.



Karan stated that the policy of Republika Srpska's institutions and the role of its president should rest on four pillars - constitutional legality; dialogue and consensus; economic and institutional strength; and peace and openness. He pointed out that constitutional legality implies the consistent protection of original Dayton competences and mechanisms of entity and national equality, along with an institutional response to any act not grounded in the Constitution of BiH. "The second pillar consists of dialogue and consensus, because decisions are possible only through consensus of the sides and with respect for the prescribed procedure, without imposition or subjective interpretations. The third pillar consists of economic and institutional strength through strengthening of institutions, the rule of law, and Srpska's economic capacities, since political subjectivity is also defended by results," Karan told Politika. He noted that the fourth pillar - peace and openness - means active cooperation with Serbia, friendly states, and global partners, with a clear message that the Dayton BiH is the choice of Republika Srpska, but that a unitary BiH is not possible. "Such policy is not directed against anyone in BiH. It means stability and legal certainty for all, because that is precisely how Dayton was conceived - as a compromise, a federal–confederal framework in which differences are not erased, but regulated, and their coexistence is facilitated," Karan said. He stressed that Srpska in Dayton accepted only a complex BiH - with two entities and three peoples, and said that anything beyond that, without constitutional procedure and changes to the international agreement, is political revisionism, not implementation of the agreement. "The key question for all participants in the Dayton peace process is whether their interest is a stable, Dayton BiH, or reconfiguration without constitutional procedure, which inevitably leads to its dissolution. We are committed to the former and always ready for partnership within the framework of international law," Karan said, adding that BiH has a future only on Dayton foundations.
