ANĐELKOVIĆ: DIVISIONS WITHIN THE PIC WILL LEAD TO THE CAPITULATION OF ANTI-DAYTON FORCES
BELGRADE, JUNE 4 /SRNA/ – Political analyst Dragomir Anđelković assessed that the disagreement within the Peace Implementation Council /PIC/ over the high representative and the divisions within that body indicate that the capitulation of anti-Dayton forces will soon follow.
Anđelković believes it is only a matter of time before the powers insisting on anti-Dayton model of governance in BiH capitulate as a result of those divisions. "The essential issue here is that this time Washington and Moscow are in agreement and are on the same line as Republika Srpska," Anđelković told SRNA. In his opinion, a major advantage for Republika Srpska is that this division did not occur along the previous line where all PIC members opposed Russia. "It is important that Russia, the United States, and several other countries now support the concept that a colonial model of governing BoiH should not be installed, a model that was illegally imposed in the previous period, while the leading European powers have remained committed to that approach," Anđelković explained. He pointed out that it is evident that these divisions are paralyzing the PIC and that, given the balance of power at the global level, where the United States and Russia are more influential actors than the EU, the issue is gradually returning to where it belongs, namely the United Nations. "In such a balance of power, it is clear that solutions that are directly opposed to Republika Srpska will no longer be able to be imposed," Anđelković stressed. According to him, these divisions are not desirable, as it would be better to have unity in resolving disputed issues in a democratic manner, which would mean finally transferring sovereignty, which belongs to the entities and constituent peoples of BiH, to them. "But since that has not happened, it is better that there is a division than a continuation of the previous situation," Anđelković emphasized. The political directors of the member states of the Steering Board of the Peace Implementation Council /PIC/, during their two-day meeting in Sarajevo, failed to reach a consensus on a candidate for the post of high representative, although such appointments are not within their formal competence. They postponed a decision until the end of the month. The appointment of a high representative is expected by the end of June. During the two-day discussions, two candidates emerged as frontrunners: Italian diplomat Antonio Zanardi Landi, nominated by Italy with the support of the United States, and French diplomat René Troccaz, nominated by France with the backing of Germany and the United Kingdom, report FBiH media.
