The new constitution envisages the introduction of the Republika Srpska Army, the abolition of the Council of Peoples of Republika Srpska and the vice president, and it is foreseen that Banjaluka will be the capital of the Republika Srpska, while East Sarajevo with its headquarters in Pale will receive the status of the capital. In the basic provisions, Republika Srpska is defined as a sovereign, unique and indivisible constitutional subject, confirmed by the will of the people and the General Framework Agreement for the Peace of BiH, as an international treaty, and the Constitution of BiH. Srpska is sovereign over its land area, as confirmed by the General Framework Agreement for Peace in Bosnia and Herzegovina, as well as the rivers, lakes and airspace above those areas. Republika Srpska is defined as the state of the Serb people and all peoples and citizens who live in it. Article 4 defines that Republika Srpska independently performs its constitutional, legislative, executive and judicial functions, and that all state functions and competences belong to it, except for those which are expressly provided by Article 3 of the Constitution of BiH as competences of the institutions of BiH. Srpska, as stated in Article 5, sovereignly decides on the powers of the Republic, reserving the right to voluntarily withdraw from the agreement /at the BiH level/ which can be confirmed by a referendum in the Republic. In addition, the agreement on changing the border line between Republika Srpska and the Federation of Bosnia and Herzegovina can also be confirmed by a referendum in Srpska. Article 6 stipulates that the National Assembly and the Government of Srpska can suspend the implementation of any act, measure or activity of bodies and institutions at the BiH level, which have no basis in the Constitution of BiH. Laws that are not under the exclusive jurisdiction of Bosnia and Herzegovina or that did not result from entity agreements do not produce legal effect in Srpska. It is stipulated that the laws passed by the Parliamentary Assembly of Bosnia and Herzegovina will be applied on the territory of Srpska only after they have been confirmed by the National Assembly of Republika Srpska. When it comes to the territory of Republika Srpska, Article 7 states that it is unique, indivisible and inalienable in accordance with the Agreement on the border line between the entities, while the territory of Brčko District is the joint property of Republika Srpska and FBiH and that status cannot be changed without their consent. Republika Srpska has a flag, a coat of arms and an anthem, and their appearance is regulated by the constitutional law. During official events, after the anthem of Republika Srpska, the solemn song "God's Justice" is performed. The official languages ​​are Serbian, the languages ​​of the Bosniak and Croat peoples, and the official scripts are Cyrillic and Latin. Property In the chapter dealing with economic and social regulation, Article 59 stipulates that the Republic independently and without restrictions manages and disposes of property that cannot be alienated, except in cases prescribed by law. Natural resources, goods that are determined by law to be of general interest and property used by the authorities of Republika Srpska are property of Srpska.
