The Report emphasizes the Constitution of BiH contains provisions that limit the power and ensure the representation of the interests of the two autonomous entities and the three constituent peoples in BiH. This system, in addition to preserving peace and stability among the peoples of BiH, protects the security of BiH and Europe by preventing the concentration of total power in the hands of any radical party, Islamist or any other. "Since Bosniaks make up the majority of the population of BiH, the unconstitutional centralization of the state results in the concentration of power in the hands of Bosniak political parties, including those with an Islamist orientation," says the eighth part of the Report of the Republika Srpska Government. The Republika Srpska Government points out that there are powerful political forces in BiH that are inclined to jihadism, as well as that the largest Bosniak political party has a distinctly Islamist orientation. On the other hand, it states that Republika Srpska has strong relations with European security agencies and achieves close cooperation with them through Eurojast. The document reminds that this month the Republika Srpska Ministry of Interior participated in a successful international operation through Eurojust, which resulted in the breaking up of a large ring of arms smugglers. "Republika Srpska also enjoys close cooperation with the US military and other agencies of the United States in the field of security, intelligence work, the fight against high-tech crime and terrorism - cooperation that it has not with any other major power," the report pointed out. The text adds that US military personnel have been present in Republika Srpska for many years and train its police forces and participate in joint exercises as part of anti-terrorist initiatives. "The Pentagon can confirm the high level of cooperation between Republika Srpska and US personnel on these initiatives. Similarly, the US intelligence team can confirm the strong and continuous cooperation between Republika Srpska and the US Central Intelligence Agency," the document adopted by the Government of Republika Srpska emphasized. The text indicates that Republika Srpska achieved a similar type of cooperation with numerous other member states of NATO and the EU. The Government emphasizes in the Report, that despite this close cooperation, the administration of US President Joseph Biden did everything it could to present Republika Srpska as an opponent, leading an extremely counterproductive policy of sanctioning every official of Republika Srpska who dared to defend the rights of Republika Srpska within the constitutional framework of BiH and the rights of the BiH citizens to govern their own country. "The Biden administration also did everything to exclude Republika Srpska from access to key sources of international funding, which caused it serious economic damage. In addition, the Biden administration did not recognize the key importance of the constitutional structure of BiH," the Report emphasized. The document adds that the former US administration, in an incomprehensible way, adopted a policy of further undermining the constitutional structure of BiH in favour of a centralized and majority-ruled system, in which Serbs and Croats would be further marginalized, and Bosniak parties would take over all power. In the Report, Republika Srpska expresses the hope that the administration of President Donald Trump will reject the counterproductive policies of the Biden administration in relation to BiH and support the Dayton Peace Agreement. "Republika Srpska also expresses the hope that other countries will recognise the harmfulness and counterproductive nature of the sanctions. Republika Srpska welcomes this opportunity to renew the partnership relations with the USA, as well as to improve relations with other members of the international community," the eighth part of the Report to the UN Security Council points out.
