VULIĆ: PROPOSED AMENDMENTS TO SIPA LAW ARE AN ATTEMPT TO CENTRALIZE POWER

SARAJEVO, JULY 25 /SRNA/ - Sanja Vulić, Head of the SNSD Caucus in the House of Representatives of the BiH Parliamentary Assembly, says the Draft Law on Amendments to the Law on the State Investigation and Protection Agency, scheduled for discussion at an emergency session of the House, represents an attempt to centralize power and undermine the constitutional balance among the constituent peoples, and has caused concern among Serb political representatives and the broader public in Srpska.
Speaking to SRNA, Vulić said that the proposal, submitted for consideration under urgent procedure, clearly reflects, in light of recent staffing and institutional pressures, the intent of political Sarajevo, led by the Bosniak /Troika/ coalition, to assert dominance over key security institutions, including the Intelligence and Security Agency /OSA/, the State Investigation and Protection Agency /SIPA/, and the Directorate for Coordination of Police Bodies. "This approach appears to be a deliberate move toward centralization of power and the erosion of the constitutional balance among the constituent peoples. The Serb people rightly view such amendments as a step toward institutional subordination, which further undermines interethnic trust and the delicate balance established by the Dayton Peace Agreement," Vulić said, commenting on the legislative proposal submitted by Jasmin Emrić, Chairman of the Mixed Parliamentary Caucus. She warned that the ongoing practice of unilateral legislative amendments and excessive reliance on urgent procedures without broader political consensus does not strengthen BiH, but rather deepens political and ethnic polarization. "True Serb representatives cannot and will not support legislative proposals that contribute to the marginalization of Srpska and its people within the security system," Vulić concluded. The Draft Law on Amendments to the Law on the State Investigation and Protection Agency /SIPA/ is on the agenda of the House of Representatives’ emergency session scheduled for Tuesday, July 29. In the proposal's explanation, Emrić states that the amendments are intended to ensure leadership continuity within SIPA. He cited the current situation regarding the agency’s leadership as the reason for invoking urgent procedure.
